Makinde unveils performance compact, showcases mid-term milestones

Oyo State Governor, Engr. Seyi Makinde, has launched a Legacy Compact, also known as the Oyo State Performance Delivery Compact, designed to track and measure his administration’s progress over the next two years.

Speaking on Monday at the 2025 Mid-Term Leadership Retreat held at the International Institute of Tropical Agriculture (IITA), the governor said the initiative would help Ministries, Departments, and Agencies (MDAs) identify and deliver three to five key legacy projects before 2027.

He explained that the compacts will guide decision-making, resource allocation, and visibility for each MDA, with quarterly monitoring and a comprehensive review set for the 2026 Legacy Retreat.

Highlighting key achievements, Makinde said Oyo became the first sub-national in Africa to join the World Union of Wholesale Markets. The state also secured a partnership with Semmaris to establish Nigeria’s first Rungis-style agri-food wholesale market, as part of its agribusiness-focused strategy.

He noted the successful commissioning of the 11MW Independent Power Project, which powers the state secretariat 24/7 for the first time in 49 years. Major infrastructure projects like the Circular Road, Samuel Ladoke Akintola Airport upgrade, and rural roads rehabilitation under RAAMP are also ongoing.

In the education sector, over 14,000 teaching and non-teaching staff have been recruited, 105 schools in underserved areas upgraded, and work commenced on 36 more. In healthcare, the administration extended the Omituntun Free Health Mission, equipped 264 PHCs, and achieved elimination of Onchocerciasis and Lymphatic Filariasis in several LGAs.

Makinde also highlighted efforts in tourism, noting that two editions of the state’s tourism summit have now been held to attract investment. In security, the Amotekun Corps has grown to about 2,500 personnel, with enhanced forest protection and community intelligence systems in place.

He concluded that these achievements reflect the administration’s commitment to sustainable development and improving the lives of Oyo residents through innovation, planning, and proactive leadership.
