NADF unveils digital monitoring platform for N19.5bn AgGrow Farm Support Programme

The National Agricultural Development Fund (NADF) has launched a digital Monitoring and Evaluation (M&E) platform to oversee its N19.5 billion AgGrow Farm Support Programme, aimed at enhancing productivity and transparency in Nigeria’s agricultural sector.

Unveiled on Tuesday in Abuja, the platform is designed to track the distribution and impact of subsidised farm inputs—such as seeds, fertilisers, and crop protection products—to 50,000 smallholder farmers across all six geopolitical zones. The programme targets key crops including maize, rice, cassava, and soybeans.

NADF Executive Secretary, Mohammed Ibrahim, described the platform as a “game-changer” in agricultural project management, stating that every input and fund will be tracked from distribution to usage to ensure alignment with national priorities.

Under the AgGrow scheme, NADF will fully fund inputs for selected farmers through outgrower partnerships with processors. After harvest, processors are expected to repay 50 percent of the input value, creating a shared-risk model that strengthens ties between farmers and the agro-processing industry.

To ensure transparency and accountability, all participating farmers must register using their Bank Verification Number (BVN) or National Identity Number (NIN). Their farms will also be geo-tagged and undergo biometric verification.

The M&E system includes weekly updates, third-party audits, and regular compliance checks, all designed to prevent misuse or diversion of inputs. Ibrahim emphasized that end-to-end supervision is critical for the success of the programme.

“We have gone to great lengths to create a comprehensive M&E framework,” Ibrahim said. “This is not just about monitoring; it’s about learning, improving, and delivering real results.”

He also warned consultants and field agents against misconduct, stating that any individual found guilty of dishonesty or inefficiency would be de-boarded or prosecuted. “Fraud and collusion will not be tolerated,” he said.
