Nigeria’s downstream petroleum sector says petrol consumption fell from 56.7 million litres per day in October to 52.9 million litres per day in November 2025, marking a clear month-to-month decline in national fuel demand even as supply and stock levels recorded significant improvements.
The latest State of the Downstream Sector Report, released alongside the NMDPRA’s State of the Midstream and Downstream Fact Sheet (November 2025), shows that the consumption drop occurred at the same time PMS supply surged from 46 million litres per day in October to 71.5 million litres per day in November, pushing national stock sufficiency from 11.1 days to 16.65 days.
Supporting charts in the fact sheet also highlight broader diesel use, noting that the product decreased slightly from 17.1 million litres per day in October to 15.4 million litres per day in November.
It noted that while LPG consumption rose to 3,992 MT/day, it was marginally above the national benchmark of 3,900 MT/day.
Aviation fuel consumption stood at 2.5 million litres per day, compared to its benchmark of 3 million litres per day.
The report further details indicative pump prices across major cities in November. Average actual PMS prices ranged from ₦910 in Lagos to ₦982.50 in Maiduguri, reflecting transport costs, depot charges and exchange-rate-driven adjustments.
It added that international crude averaged $63.65 per barrel, while gasoline traded at $732.52 per metric tonne during the period.
