Adebayo unveils results-based governance plan for 2027

…targets ‘Promises without results’ culture 

The presidential candidate of the Social Democratic Party (SDP), Prince Adewole Adebayo, has challenged Nigeria’s political establishment to judge his proposed 2027–2031 administration not by its promises or announcements, but by what it delivers.

In a policy blueprint titled Farewell to Poverty and Insecurity, Adebayo outlined a governance philosophy centred on the security and welfare of ordinary Nigerians, while criticising a political culture he says has prioritised ambition over measurable results.

At the heart of the blueprint is a reinterpretation of Nigeria’s Constitution. Rather than treating Chapter II, which contains the Fundamental Objectives and Directive Principles of State Policy, as merely aspirational, Adebayo proposed using it as an operational guide for government and translating its objectives into measurable benchmarks.

The blueprint combines constitutionalism, social democracy, the Basic Needs Approach, cooperative federalism and strategic partnership with the private sector into a single governing model. Under the proposed system, government performance would be assessed based on measurable improvements in security, food, healthcare, education, housing, employment, water, energy, transportation, justice and digital access.

Adebayo also proposed a results-based accountability system that would require every Ministry, Department and Agency (MDA) to justify its programmes in constitutional terms and report measurable outcomes. Programmes that fail to deliver, he said, would be reviewed, redesigned or discontinued rather than continuously funded for political convenience.

To strengthen accountability, the SDP candidate proposes quarterly expenditure reports, transparent procurement processes and publicly accessible project-performance data. He said the measures would enable citizens and civil society organisations to monitor government spending and assess whether public projects are achieving their intended objectives.

Adebayo further proposed the establishment of a Presidential Delivery and Performance Office to monitor flagship programmes, address bureaucratic bottlenecks and enforce deadlines across government. Within the first 100 days of his proposed administration, he said baseline audits would be conducted in security, power, food, health, education and infrastructure, alongside the launch of a Presidential Delivery Dashboard to enable Nigerians to track government performance.

The central message of the blueprint is that government should not receive credit simply for announcing or funding programmes. Under Adebayo’s proposed model, success would be measured by demonstrable and verifiable improvements in the conditions programmes were designed to address, placing the SDP campaign against what he describes as a culture of promises without measurable results ahead of the 2027 elections.
