FG restates commitment to transparent, efficient payroll system

The Federal Government has reaffirmed its commitment to ensuring a transparent, efficient, and accountable payroll system in the public service through the Integrated Personnel and Payroll Information System (IPPIS).
This assurance came during a high-level meeting of the IPPIS Steering Committee held on Thursday in Abuja. The meeting brought together key stakeholders to review the system’s implementation and reinforce its role in public sector reforms.
Chairperson of the Committee and Head of the Civil Service of the Federation (HCSF), Mrs. Folasade Yemi-Esan, OON, mni, described the meeting as a defining moment in the drive to deepen integrity within the federal public service. She noted that the Committee, as the top decision-making body on IPPIS, is responsible for shaping the system’s future and ensuring its sustainability.
Mrs. Yemi-Esan emphasized that the Office of the Head of the Civil Service of the Federation (OHCSF), as a control agency, is mandated to lead the Human Resource (HR) Module of IPPIS. She stressed that accurate HR data is essential to building a credible and transparent payroll system, warning that without it, trust and accountability in the service could be compromised.
She further stated that the IPPIS initiative aligns with the Federal Civil Service Strategy and Implementation Plan (FCSSIP25), especially its digitalisation pillar, which seeks to automate HR and payroll systems. According to her, these reforms also support President Bola Tinubu’s Renewed Hope Agenda, aimed at creating a leaner and more efficient government.
The HCSF urged committee members to ensure their deliberations are guided by the principles of good governance, due process, and national interest. She cautioned against irregular practices, duplication of roles, or arbitrary decisions that could undermine the system.
She also reaffirmed the OHCSF’s readiness to collaborate with relevant agencies and stakeholders, while maintaining its leadership role in HR oversight to preserve the integrity and long-term success of the IPPIS platform.
In closing, Mrs. Yemi-Esan encouraged members to approach their work with boldness, clarity, and unity of purpose, expressing confidence that IPPIS would stand the test of time as a legacy of reform, transparency, and accountability in Nigeria’s public service.
