Kano bans unauthorized allocations of public land

Kano State Governor Abba Yusuf has signed an executive order banning the unauthorized allocation of land belonging to government-owned schools, hospitals, and other public facilities. The order prevents state agencies and ministries from approving any form of construction, including permanent structures, shops, or subdivisions, on public land throughout Kano.
Governor Yusuf emphasized that only the Ministry of Land and Physical Planning will be authorized to process, grant, or approve occupancy permits in the state, aiming to prevent unauthorized land use and preserve public spaces for essential services.
The order stipulates that “any allocation, revocation, or alteration of any market stall, shop, or other existing business interest within metropolitan and designated urban areas shall follow the legal guidelines governing land use in the state.”
Additionally, the executive order restricts state ministries, departments, agencies, and local government councils from approving the conversion, sale, or transfer of any public land or property without the governor’s express prior approval.
Another section of the order specifically prohibits land allocation around the historic Kano city walls. It states that no public institution, local government council, or federal institution—including the Ministry of Land and Physical Planning—shall process or approve occupancy permits on any part of the ancient Kano city wall.
Yusuf expressed concern over public outcry regarding the unauthorized allocation of land within public schools, hospitals, and other public utilities. In response, he directed the chairman of the Kano State Public Complaints and Anti-Corruption Commission to ensure strict compliance with the order.
The executive order was officially signed on October 24, 2024.
