NCAA enforces ‘No-Pay-No-Service’ policy on 11 airlines over debts

The Nigeria Civil Aviation Authority (NCAA) has ordered the suspension of services to 11 domestic airlines over unpaid statutory charges, placing them on its updated “No-Pay-No-Service” list.
The directive was contained in an internal memo dated May 22, 2026, which instructed all NCAA directorates to halt regulatory and administrative services to the affected airlines until outstanding debts are cleared or repayment agreements are reached.
The memo, signed by the Director of Finance and Accounts, Olufemi Odukoya, was circulated to regional offices and copied to the Director-General of Civil Aviation and other senior officials.
The charges at the centre of the dispute include the five per cent Ticket Sales Charge and Cargo Sales Charge, which airlines collect on behalf of the NCAA to fund aviation safety oversight, personnel training and economic regulation.
The affected airlines include Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NG Eagle, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air and ValueJet.
According to the memo, all departments were directed to withhold services pending financial clearance from the Directorate of Finance and Accounts.
It stated that no directorate should render any service to the listed airlines without clearance from the finance department.
The directive has raised concerns within the aviation sector, with operators and passengers worried about possible disruptions to airline operations and broader industry implications.
