NCC, NDPC seal pact to boost data privacy in telecoms sector

The Nigerian Communications Commission (NCC) and the Nigerian Data Protection Commission (NDPC) have signed a Memorandum of Understanding (MoU) to strengthen data privacy and protection in the telecommunications sector amid rapid digital transformation.
The MoU provides a structured framework for collaboration between the two agencies, formalising their commitment to regulatory synergy and improved data governance within Nigeria’s digital ecosystem.
Speaking at the signing, the NCC’s Executive Vice Chairman and CEO, Dr. Aminu Maida, said data protection has become central to the future of the communications industry, especially as Nigeria advances in digital technology and artificial intelligence (AI).
He reaffirmed the NCC’s commitment to safeguarding Nigerians’ privacy rights while maintaining a resilient communications network, noting the sector’s growth from about 500,000 telephone lines to over 170 million active connections.

Dr. Maida stressed that emerging technologies such as AI rely heavily on user-generated data, which belongs to citizens. He warned that without proper awareness and governance, such data could be exploited, with implications even for national sovereignty.
Describing data as a strategic national asset, he emphasised the need for a trusted regulatory framework to ensure Nigeria maximises the benefits of digital innovation.
In his remarks, NDPC National Commissioner, Dr. Vincent Olatunji, described the MoU as essential for protecting Nigerians’ data, noting that effective implementation requires collaboration with sector regulators. He clarified that the NDPC’s role complements, rather than replaces, that of the NCC.
Both agencies agreed that the partnership would promote knowledge sharing, capacity building and streamlined oversight, while preventing regulatory overlaps and strengthening data governance in the communications industry.
