Ondo govt sets degree requirement for promotion to Grade Level 15

The Ondo State Government has announced a new policy mandating that officers in the Intermediate, Executive, and Superintendent cadres must possess relevant university degrees to qualify for promotion to Grade Level 15 (GL.15).
The directive, which takes effect from January 1, 2025, was introduced in response to longstanding appeals from civil servants across various ministries, departments, and agencies who have faced promotion bottlenecks despite acquiring higher qualifications.
Under the new policy, only officers who have obtained university degrees directly relevant to their fields of assignment and have served a minimum of three years on GL.14 will be considered eligible for elevation to GL.15.
This was contained in a circular signed by the Permanent Secretary, Office of Establishments and Training, Mrs. R.O. Dare-Atunse, which outlined the implementation framework and criteria for the new promotion guidelines.
The circular, however, clarified that the elongation policy does not presently extend to officers in the Superintendent or Technician cadres within the health sector, pending further directives from the relevant authorities.
Furthermore, the government emphasized that all promotions will remain subject to the availability of vacancies and must conform to the approved schemes of service.
To ensure effective implementation, all Accounting Officers have been instructed to disseminate the circular throughout their respective Ministries, Departments, and Agencies (MDAs).
Civil servants and members of the public seeking further clarification have been advised to contact the Office of Establishments and Training for additional guidance.
