Tinubu signs Police Training Institutions Bill into law to reform police education

President Bola Tinubu has signed into law the Nigeria Police Training Institutions (Establishment) Bill, 2024 — a major reform aimed at professionalising police education and aligning Nigeria’s law enforcement system with global standards.
The bill, sponsored by Senator Ahmed Abdulhamid Malam-Madori, formally establishes and grants statutory recognition to 48 police training institutions across the country. It is designed to enhance research in security management, promote continuous professional development, and strengthen Nigeria’s internal security architecture.
According to a report by The Nation newspaper on Wednesday, Senator Malam-Madori described the new law as “a transformative milestone in Nigeria’s internal security landscape.” He said the legislation would “professionalise police training, strengthen research in security management, and harmonise Nigeria’s policing culture with global law enforcement standards.”
Security analysts have also commended the development, describing it as one of the most comprehensive and far-reaching reforms in Nigeria’s policing history.
Under the new framework, police training institutions will now operate within five tiers: Police Colleges, Police Training Schools, Police Tactical Schools, Police Technical Training Schools, and Specialised Police Institutions.
Prominent police colleges now backed by law include the Police Colleges in Ikeja (Lagos), Kaduna (Kaduna), Maiduguri (Borno), Oji River (Enugu), Jos (Plateau), and the Police Detective College, Enugu.
The second tier — Police Training Schools — has been established in key locations such as Bauchi, Minna, Sokoto, Benin, Wanune, Calabar, Ilorin, Ibadan, Iperu, Jos, Owerri, Nonwa-Tai, Oyin-Akoko, Ekiti, Gwaram, Malabu-Fufore, and Bende.
The Police Tactical Schools will focus on specialised operational training and include the Mobile Training Schools in Gwoza (Borno), Ila-Orangun (Osun), and Ende Hill (Nasarawa); the Counter-Terrorism Unit (CTU) Schools in Nonwa-Tai (Rivers) and Gombe; the Special Protection Unit (SPU) School in Kafin Hausa (Jigawa); the K9 Training and Mounted Troop Schools in Jos (Plateau); the Marine Training School in Toru-Orua (Bayelsa); and the Police Pre-Retirement Training School in Kudan (Kaduna).
