Tinubu to sign four tax bills into law Thursday

President Bola Tinubu will on Thursday sign into law four major tax reform bills aimed at overhauling Nigeria’s fiscal framework, enhancing revenue generation, and improving the country’s business environment.

The bills—Nigeria Tax Bill, Nigeria Tax Administration Bill, Nigeria Revenue Service (Establishment) Bill, and the Joint Revenue Board (Establishment) Bill—were recently passed by the National Assembly after extensive consultations with stakeholders from both the public and private sectors.

According to a statement by Bayo Onanuga, spokesperson to the President, the signing ceremony will take place at the Presidential Villa in Abuja, with top government officials, including the Senate President, the Speaker of the House of Representatives, finance ministers, and members of the Governors’ Forum in attendance.

The tax reform package is expected to significantly streamline Nigeria’s tax system, reduce compliance burdens for businesses, and encourage both domestic and foreign investments. It marks one of Tinubu’s most ambitious efforts to boost revenue while improving the business climate.

One of the bills, the Nigeria Tax Bill (Ease of Doing Business), seeks to consolidate multiple tax laws into a single, harmonized statute, reducing duplication and complexity for businesses and individuals.

The Nigeria Tax Administration Bill establishes a uniform legal and operational framework for tax administration across the federal, state, and local governments, promoting better coordination and efficiency.

The Nigeria Revenue Service (Establishment) Bill restructures the Federal Inland Revenue Service into a more autonomous, performance-driven agency, to be known as the Nigeria Revenue Service (NRS), with expanded powers to collect certain non-tax revenues under strict transparency standards.

The Joint Revenue Board (Establishment) Bill provides for formal cooperation between federal, state, and local tax authorities, and creates a Tax Appeal Tribunal and an Office of the Tax Ombudsman to enhance fairness, accountability, and oversight in tax administration.
