How the proposed Nkalagu cement factory could transform Ebonyi State’s economy — by Leo Oketa

For decades, Nkalagu has occupied a special place in Nigeria’s industrial history. Once home to the famous Nigerian Cement Company (NIGERCEM), the town symbolized industrial excellence, employment opportunities, and economic prosperity in Eastern Nigeria. However, years of inactivity turned what was once a thriving industrial hub into a shadow of its former self.

Today, a new chapter appears to be unfolding.

The decision by the Ebonyi State Government under Governor Francis Ogbonna Nwifuru to establish a new cement factory in Nkalagu represents more than an industrial project; it is a strategic economic intervention that could redefine the future of Ebonyi State and position it as a major industrial destination in Nigeria.

  • Unlocking Ebonyi’s Natural Wealth
One of the greatest advantages of the proposed factory is the abundance of limestone deposits within the state. According to Governor Nwifuru, preliminary findings indicate the presence of approximately 50 million tons of limestone in Nkalagu and an additional 23 million tons in Effium.

Limestone is the primary raw material used in cement production. The availability of such vast reserves means that the proposed factory would have a reliable source of raw materials capable of sustaining operations for decades. This reduces dependence on external supplies and strengthens the viability of the investment.

Rather than exporting its natural resources in raw form, Ebonyi is taking a bold step towards adding value locally, creating wealth within the state and building a stronger industrial economy.

  • Job Creation on a Massive Scale
Perhaps the most immediate impact of the proposed factory will be employment generation.

A modern cement manufacturing plant requires engineers, technicians, machine operators, accountants, drivers, security personnel, administrative staff, marketers, and numerous support workers. Beyond direct employment, thousands of indirect jobs are expected to emerge through transportation, logistics, maintenance services, hospitality, and small-scale businesses that support industrial operations.

For many young people in Ebonyi State, the project could provide opportunities that reduce unemployment and discourage rural-urban migration.

The ripple effect of industrialization often extends beyond factory gates. Communities around Nkalagu could witness increased commercial activities, new housing developments, improved transportation networks, and the emergence of service industries catering to workers and investors.

  • Lower Building Costs and Infrastructure Growth
Nigeria’s housing deficit remains a major challenge, with rising construction costs making home ownership increasingly difficult for many citizens.

A functional cement factory in Ebonyi has the potential to increase cement supply within the Southeast and beyond, helping to stabilize prices and improve access to building materials.

Lower cement costs can stimulate private housing projects, commercial developments, road construction, and public infrastructure. This would not only benefit Ebonyi residents but also neighboring states that depend heavily on cement supplies.

As Governor Nwifuru noted, the project is expected to contribute significantly to reducing the cost of building materials while supporting development across the region.

  • Strengthening Ebonyi’s Industrial Identity
Ebonyi has long been recognized for its agricultural strength, solid minerals, and resilient workforce. The establishment of a modern cement factory presents an opportunity to diversify the state’s economy and strengthen its industrial base.

Industrialization remains one of the most reliable pathways to economic transformation. Around the world, regions that have successfully harnessed their natural resources through manufacturing have recorded higher income levels, stronger local economies, and improved standards of living.

The proposed factory aligns with the broader vision of transforming Ebonyi from a predominantly civil-service and agriculture-driven economy into a production-oriented economy capable of attracting local and foreign investment.

  • Attracting Investors and Expanding Economic Opportunities
Large-scale industrial projects often serve as magnets for additional investments. When a cement factory becomes operational, related industries naturally emerge. These may include block-making factories, construction companies, packaging industries, transport businesses, engineering firms, and equipment suppliers.

The presence of a major manufacturing facility also sends a positive signal to investors that Ebonyi is open for business and capable of supporting large-scale industrial operations.

Such confidence can trigger a chain reaction of investments across various sectors of the state’s economy.

  • Reviving the Historic Legacy of Nkalagu
Beyond economics, the proposed project carries immense symbolic significance.

For older generations, NIGERCEM represented hope, pride, and industrial achievement. The decline of the factory left many communities grappling with economic hardship and unrealized potential.

The new cement factory offers an opportunity to restore that legacy while creating a more modern and competitive industrial ecosystem. It symbolizes a return to productivity and a renewed commitment to harnessing Ebonyi’s resources for the benefit of its people.

  • A Strategic Investment in the Future
The Ebonyi State Government’s allocation of ₦150 billion in the 2026 budget underscores the seriousness of its commitment to the project. While the scale of investment is significant, the long-term benefits could far outweigh the costs if implementation proceeds successfully.

The project has the potential to generate substantial tax revenues, create employment, stimulate local commerce, enhance infrastructure development, and position Ebonyi as a major industrial force in Nigeria.

More importantly, it reflects a vision of economic self-reliance and sustainable development.

  • In wrapping up…
The proposed Nkalagu Cement Factory is not merely another government project. It is a bold statement about the future Ebonyi seeks to build – a future driven by industry, productivity, job creation, and economic prosperity.

When successfully executed, the factory could become one of the most transformative investments in the state’s history, reviving the industrial spirit of Nkalagu and creating opportunities for generations to come.

For Ebonyi, this is more than the construction of a factory. It is the laying of a foundation for a stronger economy, a more prosperous people, and a brighter future.
