LASG launches EPPPS to enhance transparency in urban development

By Adeola Ogunrinde –

The Lagos State Government on Friday launched the Electronic Physical Planning Processing System (EPPPS), a digital reform tool aimed at curbing corruption and enhancing transparency in the state’s urban development processes. The platform streamlines all stages of building approval—from application to final authorization—eliminating bottlenecks and reducing human interference.

Speaking at the launch at the Royal Box Event Centre, Victoria Island, Governor Sanwo-Olu said paper-based procedures can no longer sustain the pace and complexity of development in a modern megacity. He explained that the EPPPS will fully digitalize planning applications, strengthen environmental monitoring, and generate accurate data to guide infrastructure development.

The governor added that planning officers are now equipped with improved digital tools, including over a thousand newly deployed computers and upgraded facilities, to ensure smooth operation of the system. “The EPPPS platform is a necessary response to Lagos’ rapid population and urban growth, especially in the last six to seven years,” he stated.

Sanwo-Olu reiterated his administration’s commitment to transparency, noting that the deployment of laptops and desktops across offices will support a fully digital workflow. He emphasized that eliminating excessive reliance on paper will improve efficiency, air quality, and staff health, replacing outdated manual processes with a smarter, cleaner system.

Olajide Babatunde, special adviser on e-GIS and urban development, said the system integrates data across key agencies, including the Office of the Surveyor-General, the Lands Bureau, various MDAs, the Ministry of Physical Planning, LASBCA, and LASPPPA. This interconnectivity, he said, will eliminate long queues and reduce backlogs.

Babatunde described the initiative as a transformative step toward efficiency and smarter governance, closing loopholes and preventing revenue leakages caused by human interference. He noted that the system significantly reduces processing time for applicants.

The special adviser added that fibre-optic connectivity has been established across all 57 district offices of LASBCA and LASPPPA, ensuring full integration with the head office and improved service delivery to residents.

He further explained that while the original plan relied solely on fibre infrastructure, the evolving needs of the system required flexible technological solutions to guarantee seamless operations and long-term efficiency.
