PFIPC never existed, Adeyemi forged appointment letter — ICPC chair
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has concluded that the federal government never established the purported Presidential Foreign Investment Promotion Council (PFIPC) and that the appointment letter used by its self-styled Director-General, Adeniyi Adeyemi Matthew, was forged.
ICPC Chairman, Musa Adamu, SAN, disclosed this on Thursday while briefing State House journalists on the commission’s interim investigation into the activities of the fake agency.
Adamu, who had a meeting with President Bola Tinubu at the Presidential Villa, said the President directed the commission to brief the media after receiving the interim report, in the interest of transparency and accountability.
“Mr President has taken the right decision in the spirit of transparency and accountability and directed the ICPC to address the media for the benefit of Nigerians so that Nigerians will know what our investigation discovered,” he said.
The ICPC chairman said the commission established that Adeyemi was never appointed by the Federal Government or any government authority, while the purported Presidential Foreign Investment Promotion Council was never created by any law, executive order or other valid government instrument.
According to him, the appointment letter and other official documents used by Adeyemi to operate the organisation, including a purported government gazette, were forged.
“The appointment letter presented by Adeniyi Adeyemi Matthew was completely forged alongside similar documents used to perpetrate the illegal activities of the fake agency,” Adamu said.
He said investigations further revealed that Adeyemi unlawfully gained access to the office of the defunct Presidential Economic Advisory Council (PEAC) after breaking its lock and subsequently used the premises to give legitimacy to the fake agency.
The commission also uncovered two additional fictitious agencies allegedly created by Adeyemi—the FCT Investment Promotion Agency (FIPA) and the Foreign Investment Promotion Agency and Public-Private Partnership (FIPA-PPP).
