Oyo begins 2027-2029 budget planning, trains senior civil servants on leadership

The Oyo State Government has begun preparations for the 2027-2029 Medium-Term Expenditure Framework (MTEF) while training senior civil servants on leadership, talent management and mentoring to strengthen governance and institutional capacity.

The Ministry of Budget and Economic Planning commenced a five-day workshop at the University of Ibadan Conference Centre for 60 officials from ministries, departments and agencies responsible for planning, budgeting and finance to prepare the state’s medium-term budget framework.

Representing the Commissioner for Budget and Economic Planning, Barr. Ayobami Ojo, the Executive Assistant to the Governor on Finance, Budget and Economic Planning, Alhaji Ghafar Bello, said the workshop would promote transparent, prudent and results-driven budgeting by equipping participants with the skills to develop realistic and implementable expenditure plans.

He said the Medium-Term Expenditure Framework remains a key tool for aligning government spending with policy priorities, available resources and the State Development Plan, adding that participants should uphold transparency, accountability and realistic costing throughout the process.

Ojo added that the technical sessions would focus on revenue forecasting, expenditure planning, programme-based budgeting and fiscal sustainability while ensuring that ministries, departments and agencies align their plans with the Omituntun 2.0 Roadmap for Sustainable Development and Agenda 2040.

The Permanent Secretary of the ministry, Mr. Tunde Ayanleke, commended Governor Seyi Makinde for approving the workshop and providing the necessary funding, while the lead consultant, Dr. Ayuba Onifade, urged participants to submit accurate and reliable data to ensure the credibility of the framework.

Meanwhile, the state government trained 100 senior officers from ministries, departments and agencies on talent management and mentoring during a two-day executive workshop organized by the Ministry of Establishments and Training in collaboration with the American Open University at its Ashi-Bodija campus in Ibadan.

Speaking through the Permanent Secretary, Career Management Services, Barr. Sunday Olagoke, the Head of Service, Mrs. Adenike Fasina, said effective talent management is vital to sustainable public service development, while Commissioner for Investment, Trade, Cooperatives and Industry, Prof. Saliu Abdulwaheed Adelabu, said similar programmes would be held regularly to strengthen leadership and succession planning across the state’s civil service.
