NOA DG attends executive programme on digital governance in Morocco

Director-General of the National Orientation Agency (NOA), Mallam Lanre Issa-Onilu, is participating in the Executive Programme on Integrated Performance, Accountability, and Digital Risk Management for Public Sector Leaders in Casablanca, Morocco.

The programme, organised by the Bureau of Public Service Reforms (BPSR) and the Africa Development Studies Centre (ADSC), aims to strengthen digital governance, accountability, and citizen-focused service delivery in Nigeria.

In his address, Mallam Issa-Onilu highlighted NOA’s adoption of digital tools, including the AI-powered CLHEEAN platform, which provides citizens with real-time responses on government policies.

He further recommended similar tools for enhancing performance and accountability across the public sector.

The sessions were officially opened by Dr. D.I. Arabi, Director-General of BPSR, who noted that the programme aligns with President Bola Tinubu’s eighth priority: promoting inclusiveness through measurable performance indicators.

Moroccan expert Hasnaa Boutzil shared insights on citizen-focused reforms, merit, transparency, and demand-driven infrastructure. Participants engaged in case study analyses using strategic frameworks such as the Balanced Scorecard, Strategy Maps, Logic Models, and the Theory of Change.

Public sector representatives from the National Information Technology Development Agency (NITDA), the Administrative Staff College of Nigeria (AMCON), and the Ministry of Finance contributed to discussions on improving performance and accountability in Nigeria’s public service.

Facilitators Victor Walsh Oluwafemi, Youssef Talabi, and Dr. Idahosa Osamhanze provided expert guidance on integrating digital tools and strategic frameworks for effective governance.
