NCC records 96 percent compliance in SIM-NIN linkage, targets full compliance by September

The Nigerian Communications Commission (NCC) has announced significant progress in the Federal Government’s effort to link all Subscriber Identification Modules (SIMs) with National Identity Numbers (NINs). As of now, over 153 million SIMs have been successfully linked to NINs, achieving a compliance rate of 96%, a notable increase from 69.7% in January 2024.

With the initiative approaching its final phase, the NCC is urging all Nigerians to ensure they are fully compliant before the September 14, 2024 deadline. The Commission emphasized the importance of linking all SIM cards to NINs to strengthen the trust and security of Nigeria’s digital economy.

This initiative is designed to verify all mobile users, boost confidence in digital transactions, reduce the risk of fraud and cybercrime, and promote greater participation in e-commerce, digital banking, and mobile money services. These measures are expected to enhance financial inclusion and stimulate economic growth.

In collaboration with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC), the NCC has identified instances where individuals have registered an unusually high number of SIM cards—some exceeding 100,000.

In response, the Commission continues to work closely with security agencies and stakeholders to prevent the sale of pre-registered SIMs, aiming to safeguard national security and ensure the integrity of mobile numbers.

The NCC has instructed all Mobile Network Operators (MNOs) to complete the mandatory verification and linkage of SIMs to NINs by September 14, 2024. Starting September 15, 2024, all SIMs operating in Nigeria must be linked to a valid NIN.

The Commission also called on individuals who have not yet linked their SIMs to their NINs, or who are experiencing verification issues, to promptly visit their service providers to update their information. Alternatively, they can use the approved self-service portals to complete the process online.

Furthermore, the NCC reminded the public that the sale and purchase of pre-registered SIMs are illegal, carrying penalties that include imprisonment and fines. Citizens are encouraged to report any such activities through the Commission’s toll-free line (622) or its social media platforms.

The NCC expressed its appreciation to the public for their cooperation and assured them of its commitment to enhancing Nigeria’s digital ecosystem.
