The House of Representatives on Wednesday passed the N1.78 trillion 2025 Appropriation Bill for the Federal Capital Territory (FCT), clearing the final hurdle with its third reading during plenary.
The bill, transmitted to the National Assembly by President Bola Tinubu on May 14, received accelerated consideration following his request for prompt legislative action, according to a report by TheCable newspaper.
During budget defense sessions held on May 21, FCT Minister Nyesom Wike detailed the structure of the budget, revealing that capital expenditure dominates the fiscal plan. Of the total N1.78 trillion, a substantial N1.28 trillion — representing 72.3 percent — has been allocated to capital projects, while N494.1 billion (27.7 percent) will fund recurrent expenditure.
Wike emphasized that the bulk of the capital spending will go toward critical infrastructure in both the city center and satellite towns, with major projects to be handled by the Federal Capital Development Authority (FCDA) and the Satellite Towns Development Department (STDD).
“Also for completion are the construction of Northern Parkway from Ring Road II to Ring Road III (6.2 km), full-scope development of Arterial Road N20 from Arterial Road N5, and rehabilitation of Old Keffi Road,” the minister said.
“The full-scope development of Arterial Road N1 from Wuye District to Ring Road II, and the provision of access roads to bus terminals in the FCT would also be completed.”
The Senate has also advanced the FCT budget, with the appropriation bill already passing second reading in the upper chamber.
